Do I also need a police certificate? My eglibity period is from 2014. I applied for PR in 2015 and came here in 2016. Since then I didn’t leave Canada.

I don’t have any copy of the police certificate as I give the original when my PR filing.
Let me help u in this, addresses and employment record yes you will need to mention for whole eligibility period which means time u were in UAE as well.

As for police certificate u have 2 options

1. If you have emirates id you can apply for police certificate online on dubai police website and you will get a PC within 1-2 days which you can print and send along application

2. Do not send a PC along and give reason in space provided on form as to why you can not get this certificate "you can tell them that you have not left canada since landing and the time spent was before becoming PR for which UAE PC was provided"

I don’t have Emirates ID because once I left after resigning from my company they took my Emirates ID. I can’t get PC because I have no one in UAE. I have to go with option 2 where I need to explain for a reason without PC. The reason I will explain as you said will be ”I have not left Canada since landing. The time spent in UAE was before becoming PR for which UAE PC was provided at the time of PR application. I can’t get PC because I have no one in UAE” This will work right?

You do not need an actual id u just need a emirates id number and a scan if u have

I have added some more context:
If a person gets PR/Landed on say 1-SEPT 2015 and applies for Citizenship in 1-JAN 2019 then the eligibility period would be 1-JAN-2014 to 1-JAN-2019. In this case:
- Are you certain about the addresses that you stayed before becoming PR needs to be included too? In that case even the travel to Canada for landing needs to be covered?
- This means that even a Police Clearance certificate from your home country would be needed since one may have been more than 183 days out of Canada before doing the first landing? Are we sure about this?
- Also in this case do we need to answer YES for 9 (c) since it says did you live outside of Canada during the eligibility period? And if its a YES then we need to fill CIT 0177 too?
- Does the job status also needs to be reflective of this? Meaning job status between 1-JAN-2014 and 30-AUG-2015 at Home country?

My Eligibility period is almost the same as yours and the residency scenario also same.

1. You have to mention all the address within the eligibility period. When you become PR is irrelevant

2. YES, you need to provide a police certificate if you stayed outside of Canada for 183 days (Even if it is before you become PR)
(This is required because, once you get you Canada onetime VISA, you still have one year to enter Canada and become PR, So your old police certificate will not cover that one year. and IRCC needs to check your record during that time. That's the reason they put 4 years as eligibility period)

3. There is a mistake in the application form. The question should be " did you stayed outside Canada for more than 183 days as "crown servant"?. Since the question is not correct. you still need to answer to that question "YES" and add an explanation letter with CIT 0177 form (Filled with N/A) saying that it's not applicable to me (if you are really not a crown servant)

4. Yes.

I'm actually November 2018 applicant, but my application was return as I forgot to sign calculator presence form (yeah silly me). So I've resubmited my application and it was delivered today, so I'm starting days counting from now.

I don't think thats a smart idea. This might create more confusion. I would say wait for them to get back to you asking for the details they want. Mean time, you get those documents( wat ever you think missing) ready so that you can send it sooner they ask.

I do hope vidyasagar is wrong about this and if not you're not the only one GraceCan. I didn't include details of my addresses before I landed because logically I'm not eligible before the date of landing. My eligibility days only started when I finally moved to Canada.

I guess we just have to wait if we're getting our application back.

What supporting documents are you asking about? if it is for Adult application, you need to provide English proof, your passport copies (covering last 5 years) and ID proof with your picture (PR card cannot be used for that). and lastly you don't need to include your Landing paper. you can look at the checklist in CIC website.

Please advise what supporting documents are required other than:

1. English Language proof
2. PR card
3. Landing paper
