For medicals, First find a designated panel physician nearby.
You need to carry the ITA that you received as colour print, original passport, color xerox of passports first and last page, 4 passport size photographs incase your medical centre isnt eMedical enabled.
By ITA in colour print, you mean the message PDF, isn't it?

After many unsuccessful attempts, I was finally able to get in the EE pool with a CRS score of 429. This number is considerably lower than the minimum score accepted for the recent draws. I don't know if I should just keep waiting in hopes that the minimum score drops to that level or if I should submit my PNP application in hopes that I get nominated by the province.

I would hate to pay the $1.5k fee if the score ends up dropping, but I'm pressed for time because my PGWP expires on Feb 2020.

Can someone advise on best action to take?

Spouse ECA: AWAITING
Spouse IELTS : L:5.5, R: 5.5, S: 6, W:5.5

I am currently on 432, awaiting my wife's ECA, which should be available BY 28th Jan, post which my CRS goes upto 440.

Can anyone suggest me whether to wait for CRS to come down to 440 or lesser, or should I ask my wife to give IELTS again to increase our points

I would highly recommend to try once to improve score. Even if he/she gets 1 or 2 points extra in any parameters, it would increase your chances dramatically.
440 is not a bad score but its too early to tell 2019 trend.

You should also have your wife increase ielts score. People have already awared of express entry. An average of 200 with 441 crs entering the pool every day. Also be serious about your age, it will drop 5 point each birthday coming.
