Japan Police Certificate: open the envelope or not?

Hi all,

I received my Japan police certificate and same issue than other people, the envelope states: "do not open the envelope, to be opened only by the addressee".

I searched online and apparently, some people opened, scanned and uploaded the document, some other mailed it to IRCC by post. I have not read yet that first or second option, actually worked.

Now this is very confusing. My consultant advised to scan the front and back of the enveloppe, saying IRCC will require the document later on, if they want it to.

If you needed a JPN police certificate, how did you proceed? I am interested to hear from people who received permanent residence status so I'll be sure it works.

Read the "Special notes and considerations" section.
We will not accept police certificates sent by mail for Express Entry applications.

It clearly mentions that they will not accept it through mail. If you login to your application and see a placeholder for Japan PCC, you need to scan and upload it.

What did you do finally?

We did not open the envelopes.

We scanned them and uploaded the scans in the placeholders corresponding to our Japan PCCs. We added a note saying that we are instructed by Japan Police Department NOT to open the envelopes. If IRCC wants us to do so on their behalf, we need them to give us instructions.
