Not necessary. For example, there are 4000 applicants with a score of 440 or above. Only 3750, i.e. the fixed draw size, will get an invitation and the remaining 250 will not receive an invite. The criteria here is first come, first serve, so profiles are ranked on CRS score and on profile submission date and the first 3750 will get an invite.

The next draw should happen in another 5 and a half hours.

Don’t decline your ITA if your score is below 442. Chances are you might not get one again in 2018 or you’ll get one in every draw from now on. It’s hard to predict the cutoff scores atm. Also, that’s someone’s opportunity/dream that you will be wasting for God only knows why...

My crs score is well above 450. So that's not an issue. There are some documents that I know I wouldn't be able to get on time.
If I decline my ITA right now, would I immediately get back in the pool or would it take time?

Immediately back into the pool, but you are taking away the chances of other possible candidates every time you decline an ITA

Instead of wasting an ITA that many are praying for, why don't you change your work experience to 2 years. That will give you 2-3 more weeks, until next draw, to sort out your documentation issue while maintaing your profile creation date. In the meantime, someone will be able to get that precious ITA. Once you ready, just change your years of work experience to 3 years and you will be good to go. Please do not waste an ITA as that will fulfill somone else's Canadian dream. Rest up to you.

The real question here is how much time do you need to get all your documents? If it’s going to take you 1-2 months, do you want to decline an ITA in every round?

I would suggest you get advice from an IRCC approved and registered representative if it’s a complicated issue.

IRCC needs to do 2 things going forward:
1. Be trasparent about draws. Eg. draws will be conducted every 14 days and incase the 14th day falls on a holiday, the draw will be held on next business day
2. Make people ineligible to apply for EE for 1/2 years who decline ITA more than once

Cut off apply to those having same score.
ex. if you and I both have 440, and today cutoff is 440. who ever have submitted application earlier will get preference. if there is only last slot available. Other people who have score 440+ get and ITA even if they submitted application just few days back.

I disagree, completely. Apart from Canadian citizens, no one is entitled to anything from the Canadian government agencies for free.

I strongly believe that IRCC should ask for all the documents in electronic format and the CAD 490 in fees, in advance and only then should an ITA be issued. The original documents can be sent after the ITA by post. This will make the entire process transparent because there will only be ITA eligible candidates and the cutoff score will not be so high.
Today, any Tom, Dick and Harry with a 3-4 year’s bachelors, 3 years of experience and CLB 10 can get a score of 441 and an ITA but they are just “exploring” their options and are not serious enough.

The serious candidates, the ones who really want the ITA, are losing points due to age eventually.

No one is asking anything for free here. We are investing our time and resources and can expect transparency in return, otherwise there is no difference between a 3rd world country and Canada.
I am all for not wasting any ITA so have no issues whatsoever with any measures that contribute to reduced ITA wastage.
Yes, I am 1 of those candidates who will be loosing points soon due to age.

For newbies... Draw happens around 12 pm UTC... we can see the result in the IRCC website around 2 hours late from the draw time
