Regina is not that great. University of Saskatchewan is the best in that province. Yes it's cheap. In fact Saskatchewan is the only province in canada , international and national students pay almost same in masters program. Other provices , you pay 5 times if you are not domestic student.
The tuition fees is relatively very low there in Saskatchewan. Are there any disadvantages beside that?

be careful with this program. In canada Meng vs MASc like diploma vs Bsc. You won't be qualified for PHD if you do meng. Funding option is almost zero and tuition fees are like skyrocket. Meng mostly like student with money, to lure internatinal students.
You are Scaring me Maria. I'm not willing to pursue my career in research. I intend to make a career doings jobs in the respective field. Every one perspective is different, I Suppose.

The main reason people come here for meng program is it's easy admission and easy student visa. Often people think a canadian degree will land them a job. In fact the college SIAST has better diploma program which will land you a better job than meng program from regina. But Visa officer doesn't like applicant with bachelor degree coming for diploma program. Master degree often gonna make you over qualified for many jobs here. Either you will get a great job or odd jobs. There is no middle ground.
Yeah thats true maria. one of my friend also advise me to convert your program into Masc. Let see what happens

Just my perspective on the matter since you seem anxious/worried. Let me start off by saying that a Canadian degree won't necessarily help you get a job in Canada - it can be diploma, MASc or MEng. Applying and ultimately landing a job depends on a lot of factors of which your education is just a part of (networking, interview skills, location etc.)

Now, the question whether to do an MEng or not. The truth is that MEng programs are 'cash cows' programs. Universities make good money off students doing MEng and Bachelor programs. That said, this does not mean you cannot extract value out of such a degree. Like I mention above, that depends on you.

If you take your courses, do well in them and ultimately see how it fits into a bigger picture, you should be OK. A lot of people (and even universities) say that MEng is for industry and MASc is for academia. I would say, this depends on the MEng program. For example, in some schools MEng degrees don't have a project component. I think this is a very big oversight and any engineering program should have this as an option. I hope yours does - it will allow you to put something concrete on your Resume. Ottawa is a good school. Make the best of it - that's all one can do anyway!

Please advise me whats docs need to bring at the port of entry?

Is Tuition fees receipt with some cash (Around 2000$) are enough to prove as proof of funds?

Another thing to remember, 2000$ will take you upto 1 month in canada . Every rental place will ask one extra month deposit. If someone send you money each month or friends/family help you out then you will be fine.
Keep in mind, you have to study here 6 months before you can apply for off campus work permit. MEng won't be allowed to work as TA, RA. They have to rely on on campus job which will be filled before you even get here for fall term.
So if you start in fall, you will be eligible to apply for off campus work permit in March, then by the end of march or in april , you will get the permit. If you come here in august, you are looking for at least 8 months of living expenses.
Shared accommodation- at least 500$/month. Phone bill, internet, books, food, etc. You are looking for 1500$ per month or you will suffer and live a low life. Thats 12000$ for 8 months. There will be expense for book and university now a days make student buy random technology which you might not have an option to opt out.
We can get a work permit as soon as we land in canada which allows us to work part time after your studies start. Secondly, I've arranged an accommodation which rents 275$. It's a 2 bedroom flat with 2 washrooms and only 2 persons are living there and its 5 min walk to the university.

It doesn't mean you will surely live a low life if you share a flat with someone. Your life depends on you; how you live and how you make friends and how you can adjust yourself in the situation. It's all depends on individual.

You don't need to show any money to prove of funds . Proof of funds was necessary to obtain visa which you already did. They usually never ask for anything. They check your student visa and and stamp and print a study permit till the expiry date of your visa or sometimes higher. But it's better to keep the admission letter and your personal education documents.

Not sure how you get your work permit as soon as you land. Can you explain your situation? Entry to canada with student visa won't give any option even to apply for work permit at least till 6 months.
2 person already living in a 2 bedroom apartment then I am not sure how you fit in there. Housing by regina university is not cheap. Lowest rent for a 2bed/2wash apartment will cost people about 1200$. Not sure how they charge you 275$. Even you share a same room with someone is going to cost you more than 275$. Thats the reality, Check before you jump in. Friend of mine studied at regina uni and he was lucky to get a place for 400$ shared with 3 others in a basement suite. Don't get confuse with basement and apartment.
Life is not the same here what people think when they hear it from other side of the world. Even 1000$ monthly will cost you 8-10k before you can even work. Less than 1000$ living expense in canada is not entirely realistic unless you just end up eating 2 pieces of chicken legs twice a day for whole month. I am talking about average people. I know some can live very cheap.

Piece of advise : Don't even try to ask for work permit at the point of entry if you are holding a student Visa.. When you enter Canada, you can apply for a work permit and that is for off campus jobs with a specific hours/week...

I stand to be corrected though.

This is incorrect information. You don't need to apply separately for a 'off-campus' work permit. Your student permit (which you will receive at the port of entry) allows you to work up to 20 hours every week (on or off-campus). You can apply for a PGWP once you graduate which will allow you to work full-time.

Not sure who is feeding you this information. Please note that you will not get a work permit as soon as you land in Canada. It will be a student permit that will allow you to work up to 20 hours every week.

If you meet all of these requirements, you can work off campus as an international student without a work permit:

  • you have a valid study permit
  • you are a full-time student at a designated learning institution (DLI) who is enrolled in a
    • post-secondary academic, vocational or professional trainingprogram

      or

    • secondary-level vocational training program (offered in Quebec only)
      • you have started studying
      • you have a study permit with a condition printed on it that allows you to work on or off campus
      • you are in a program that leads to a degree, diploma or certificate and that is at least 6 months long
      • you have a Social Insurance Number (SIN)
