Is there any restriction of brining Indian spices (in powder form), purchased from shops, into Canada via Airline Cargo ?

Although personally I have not done so do not believe would be any issue although given would be considered a food item would likely need to be declared as such to customs on arrival or if unaccompanied baggage or mail then on customs form. Customs probably will not be that interested but all ‘food’ items are supposed to be declared.

I am not sure what you are bringing and where you will be living but all the Major Canadian cities have shops that sells all type of Indian spices.
