I applied for visitor visa it was rejected on 22nd of march. Again re applied on 5 April through consultant till now no response. My wife is Canadian citizen our pr still in pending status for long. Can anyone guide me.

Are you sure itineraries are acceptable, I’m applying in a couple of days and I’m super duper diligent .
She is not exactly talking about itineary, you have to get dummy / block tickets. These tickets have your name age everything. These tickets are only booked but not issued by the airlines. I hope you get what i am saying.

At what stage is your PR application? Why is it pending? When did your wife file your PR app?

Yes, 100% sure.

It's not advisable to book any tickets in advance for many reasons. You can include provisional flight itineraries and mention that confirmed tickets will be booked when the TRV is issued. Your bank balance/liquid funds must cover these tickets

That's correct.

Check Yatra and other similar sites. I think they allow you to hold tickets for 24 hours/few days (not too sure) without paying for these tickets. You can include these provisional tickets with your TRV app

My PR applied in November 2016, through consultant. Actually my wife is pregnant expecting her delivery in a week time. Status of PR I don’t know my consultant ask me to wait for both pr and visitors visa. I’m so stressed up.

It's quite unusual that your PR is taking considerably long to process. I would ask your consultant for the reasons.

On a practical note, the chances of getting a TRV approval in one week (including passport transmission time for visa stamping) is slim. You would need to reconcile yourself to the fact that your TRV approval could come after your baby is born.

Hopefully, you did not mention your purpose of visit as wanting to be present at the birth of your baby. Do wait for a week or so and then send the CSE/web form + email.

I hope you get your TRV or PR soon
