Everyone's situation is different. Not all will be processed in 16 or 22 days even with perfect applications. Lots of people with the AORs before or the same as mine still haven't gotten their PPRs yet. Get comfortable with six months or less like CIC posted. Your point is very logical. My thing anyway takes more time than usual, so am mentally ready .Just that, if you hear something like this, you get a positive vibes .When have you submitted your docs?
Check myimmitracker. There are many cases with PPR in <20 days. They were mostly processed at Ottawa i think.

I got reference letter from my present company D and Company C refused to give on letter head but my ex boss is ready to give on white paper. I have all other documents pertaining to Company C.
Can I use duties mentioned on white paper as a proof related to company C?

If you have a reference letter from Company D, you don't really need one from Company C given that you only get points for up to 3 years of foreign work experience. Move Company C to your Personal History.
