Delayed study permit and deferral

I really need help regarding my study permit situation. I would really appreaciate if any one can help me with advice. I applied for my study permit back in November 2017. My classes were to start from Jan 8. I had to defer my admission to September because I am still waiting for my SP. what I need to ask is:
1: do I need to send my deferral letter to the visa office?
2: if yes then how do I do that? I am in USA and applied online. Do I email it to them or call them? Is there an email that I can use? Or a number.
3: should I contact them in any way to know what is the delay? Would they even tell me if I call or email them?
The wait time mentioned on the website is 5 weeks and it’s been two months now so I am getting very anxious. Please help!

Hi, I am not sure I can help. But, I do know you can only call them inside of Canada (really fucked up rule) and there is a webform for you to contact them. Just find the help center.
