2. How long does it take to then apply for an eTA ?

1)There is no published time that am aware of and also can depend if completed on paper or online. Could be 2-4 weeks or more as not probably a high priority for IRCC

2)Once PR renounced then ETA application would fall into same timeline as anyone else, within 72 hours or less I believe

A few people on here have applied for an ETA not realising they were still PRs from years ago, received a rejection letter for that reason .This offers them a couple options , request a PRTD or renounce PR.

In taking the latter they create a MYCIC account, link the rejection letter reference to the account which then gives them the capability to upload the renounce form with a photo and copy passport bio page. Having done that then in a couple of weeks they get an approved ETA, assuminhg of course no other reason not to get a positive outcome.

I'm sure you could reapply. What would be interesting to know, and what I'm sure you really mean by your question, is how much does it effect a new PR application for a person who previously renounced their PR (probably for not meeting the RO). That is a good question. I'm sure, just like in all cases, it depends upon other factors involved, but I'd be interested to see responses to this question as well.

Previous PR status has no effect on any new PR application. (Nothing positive but nothing negative either.) If you meet the eligibility requirements you'll get PR.

Giving up PR (in case of unmet obligations) may (when viewed with you travel history as a whole) have a positive impact on temporary visa applications such as visit, study, and work permits (specifically establishing that you'll leave when you're supposed to) as it demonstrates that despite having permission to do so you didn't choose to live in Canada on a permanent basis.

Do you have either some published or even anecdotal events you might have come across which will say which would shed acceptance rate etc on re-applicants to the PR process.

You don't seem to be living in Canada and are a PR. All these sponsorships and supervisas you are asking about in various posts will require you to be living in Canada.
