Yes, they are working nights and days, and weekends and holidays, nonstop. Just to serve us. There is no reason for panic just use simple logic.
u dont have to answer my question if you don't know how to talk or respond to people , i was just asking question to get real answer, because some people getting e-mail at weekend, and im not panic and don't be virus in this forums!

The idea that makes the most sense to me is this:
There is a big backlog in Sydney office as a result of the many applications they received in October. Those guys are working on the new applications and slowly on the backlog, and this is what justifies that few October 16 are still getting AOR.
Losing applications seems a little odd to me. Now the main issue, how long will it take them to clear this backlog, and what is their plan to deal with it? This is the question that nobody has an answer to.
I have to raise hat for you. You hit the very critical question. And as you said nobody can answer.
I will like to add that; I do not think it is fair that two persons send apps at the same moment and both apps are excellent, yet one gets his AOR and test invitation early while the other, for no valid reason, still waits for his AOR and he does not know if he will receive soon or not or has to apply again.

OMG, this is now paranoia spreading and false beliefs. This forum is poisoned with other people fears. There is no fair process, get that in your brain. Same situations will end up with different outcomes. Don't ask why me, why not that one, how his/hers process is faster. Don't constantly complain and act like your life depending on Canadian citizenship. Live your life, work, eat, sleep, and it ll happen.

Yes I did. I was worried too since I did not request for signature upon delivery.

I understood the question. Apparently you didn't understand mine. You want to know what is being done to clear up any backlog due to the influx of October applications. MY question is who have you asked that has any authority to give you a proper answer? Are you expecting someone in this forum to give you that answer? It's not going to happen because as far as I've experienced so far, there are no IRCC agents answering questions in these forums.

I think if you read the entire policy, you'll realize that it's in regards to the handling of any and all duplicate applications, regardless of payments. People should pay particular attention to the "Background" paragraph.

And I agree with your second assertion. No matter what happens, a delay is probably going to happen.
I suggest you to go through the entire policy again especially "Withdrawal", "Application on Hold", "If First Application is Successful" etc., it is clear that second application can be put on hold or processed if second fee is paid. IRCC wouldn't work (holding, processing etc.) on two applications with one fee paid by the applicant.
