Can I apply for intra company work permit and PR at the same time ?

Hi,

I have applied for intra company work permit in India and waiting for it. My husband has a PR and is working in Canada.

My question is whether I can apply for PR now while my work permit is being processed ?

Also, if I get my work permit while the PR is being processed and I am asked to travel to Canada, can I go to Canada because I have applied the PR from India and it is still under process?

Please reply as I need to make a decision so that I don't lose out on time.
