Police Clearance Problem due to lost passport.

Hi Forum mates :) Can anyone help give input about my case? My wife went to South Korea for 9 months training on 1994. She used the wrong spelling surname on her birth certificate for her passport. We were married in 1998 and her name on birth certificate was corrected in 2005. The said passport (with wrong spelling name) she used in Korea was lost a long time ago and always using the corrected maiden surname in her proceeding passports, and of course, my surname since we were already married.
Now she's my dependent in my PR visa application to CIC but South Korea embassy refused to issue a police clearance because we can not submit a copy of the passport she used in working in South Korea and she doesn't have any other passports with the same wrong spelled name.
What is our chances to successfully obtain PR visa in Canada without the police clearance, which is a vital requirement that they are asking? Can you guys think that CIC can still consider our application without the South Korean PC? Please help to inform me if you know anyone with the same case as mine... Thanks :) ;)
