Question on Issuer certifying as true to the original

Hello,
The requirement reads as follows:

....the format certified true copy indicates that the copy of the document you are submitting must be certified as true to the original either by the issuer of the document or by a recognized authority in the country or territory that issued the document.

Most of us are aware of getting documents notarized or attested by the recognized authority. But what does it mean when the document issuer certifying as true to the original?

1) Do we request multiple original copies and send one of those to Quebec Immigration? or
2) Do we request the issuer to certify it as true. If yes, How because in US people are getting surprised asking me can't people recognize this as true?

I live in Illinois and Iowa, and both the sides' notaries are confused with the unique needs of Quebec Immigration.

Appreciate any help to understand the Issuer certifying as true to the original, a bit better.

Certified "as true to the original" is simply the wording required on a certified (notarised) copy of an original document. It might just be the notary/document issuer's official stamp and signature.

What documents exactly are you trying to certify (notarise)? We can probably tell you exactly what's needed.

Thank you very much for the responses. I am looking to notarize the following documents:

1) Education Transcripts and diplomas
2) IRS Tax Transcripts
3) Internship letter from school proving it is a part my masters
