I became canadian Citizen in this month. My children Landed in 2010 & went Back & came back in 2014 almost 3.2 ( 38 months) . Means that they will not fulfill their PR residency requirement when their card will expire.for PR card renewel they have to live 2 year within last 5 year. It was my thinking I will apply their renewel card when they fulfill this requirement . Ages are 15 year & 11 year.
My question is
Can I apply their citizenship write now . I know that no obligation for citizenship residence but As per cic website that citizen ship officer determine thier PR card obligation......

It sounds like right now your children came back to Canada in 2014 -- when in 2014? When your children came back into Canada, was there a chance then that they could still fulfill the requirement for maintaining PR status (2/5 years)? Or were they lucky to get in?

This is (for me) a very tricky question. Your children have PR status and they are in Canada -- so they are PRs. For children there is no residency requirement for citizenship, so you could apply for them right now. However, if they were adults, they would be told to lie still and keep their heads under the covers until they actually fulfill the 2/5 year requirement.

If, when your children re-entered Canada, they were not yet in violation of the PR requirements, then I would say to go ahead and apply. But if they were, I would ask a citizenship lawyer, or at least wait here and see what a more knowledgeable expert recommends.

Please tell exactly when your children got PR card issued, when it expired, when the children came to Canada and when did they leave and when did they come back and when are you planning to apply for citizenship for yourself and the children?

For citizenship, residency requirement does not apply for children however for maintaining PR status there is a residency obligation of staying in Canada for 2 out of 5 years which applies to everyone (children and adults)

In case the cic officer or cic comes to know about your children for not meeting the residency obligation then it can be a issue. ( I am just guessing about this situation however I am not too sure though)

Thanks. PR card date 10/2010 & will expire 10/2015. Went back in dec 2010 & came back jan 2014.

Then in two or three months -- figure it out carefully -- your children will fulfill the residence obligation for a PR. Wait a couple of extra months for safety (you decide how much of a cushion you want), and then apply for them to become citizens. There shouldn't be any problem.

You could probably apply now, since I don't think that your children are in violation of the RO:

- 2 months in 2010
- 12 months in 2014
- 8 months in 2015
- and they will have the final two months by the time their PR cards expire.

But, since there are probably days here and there that are dropped from this account, I would personally wait to be safe.

I would definitely second the advices above.
What about waiting until early January 2016 to allow ample buffer for your kids?
Your children citizenship applications should be finalized in very short times anyway considering the new processing times!!!
