I'm not trying to confuse anybody. I'm just saying what my case is. I went to accountant to fill my fax, and he did that for me. In 3 weeks I received NOA in mail. And I started working in May last year, so this is the first year I'm paying any tax in Canada.

So I don't know how I received it that fast, but I did. That's all I'm saying.. There's no need to accuse me for confusing other people.

Thank You
Just trying to understand how this could be the case.

Are you certain that this is your first time filing your taxes?
I see that this could be the first year you are paying any tax in Canada but you might have filed your tax return in previous years, not receiving or owing any taxes.
If so, your case is quite unusual.
As noted in my post above, individuals filing their tax returns for the first time cannot use NETFILE to file their returns.

Moreover, it is provided that non-Canadian residents cannot use NETFILE.
(This one I'm not sure of, as it could be referencing non-Canadian residents from the tax point of view, which could include individuals on work permits and such)

I called CRA again. They told me it will take upto 4 months, but they have asked to me file the CEC application without NOA and put a letter explaining why I can't put NOA. So I'll go with that unless I receive my NOA before I file my CEC application.

Probably makes sense!

When they say up to 4 months, it is actually quite close to 4 months.
I think it took me between 3-4 months for my first return.

If anything, the VO will request for the NOA on a later date.
I cannot see them rejecting your application just because you have not submitted the NOA.
T4 slips and a letter(s) from your employer should suffice for your application.

Good luck with your application!

Second this.

I just submitted my application without NOA. I added a note saying I haven't received it yet. It's true that it takes up to 4 months. Maybe the user above was lucky enough to get it quickly, but here at work people already told me that it usually takes a few months at least.

Just send your application. You won't be rejected because you don't have NOA. I just submitted all my pay stubs and T4. I'm waiting to get AOR anytime around May (submitted my stuff last week).

Good luck!

Are you sure the accountant filed online?

You cannot use NETFILE to file your tax return if:
- you are filing an income tax and benefit return for the first time with CRA and the CRA does not have a complete date of birth for the taxpayer on record;
- you are a non-resident of Canada...

It is clearly mentioned that you cannot file your first tax return using NETFILE.
I have also always interpreted the second condition as that non-PR/citizens cannot file online, which would apply to 99% of the users of the CEC forum...

Please let me know if you believe otherwise.
Non resident means you don't reside in Canada for 183 (I believe consecutive days) i.e. living abroad, so you are clearly not a Canadian Tax Resident. I had NETFILEd my taxes this year (for second time, while being temporary worker) without any hiccup so far.

Cool, I will keep this in mind!
I was always uncertain if non-Canadian resident for this purpose meant my immigration or tax status.
