If they have an urgent need to travel and they have proof of travel, say have already bought the tickets, they can request a temporary passport for the child. However, plan to visit for a vacation, may not be what the embassy feels is an urgent need.

No. The baby is a canadian citizen and does not qualify for a visitors visa. Ask the embassy to expidite the process

The only way to expedite the processing is if your situation meets the requirements: http://www.cic.gc.ca/english/citizenship/urgent-proof.asp

The only one that might remotely apply is the one about benefits, however, I am not sure if it truly applies to infants. If you do qualify, it will definitely speed the process up!

Hello Friends.

My wife is a Canadian Citizen living with me in Pakistan. We just had a son (2 months old now). We have applied for his proof of canadian citizenship from Pakistan (He is eligible as wife is a naturalized Canadian Citizen). My question to you pertains to tracking: We got a letter from the Canadian High Commission. It has a 'receipt number' of 6 digits. Now when i try to track this application from the CIC.gc.ca website. I'm not sure what unique id type to select from the drop down menu.

The choices are:
Client ID Number / Unique Client Identifier
Receipt Number (IMM 5401)
Immigration File Number / Application Number
Record of Landing Number
Permanent Resident Card Number
Citizenship Receipt Number
Citizenship File Number
Confirmation of Permanent Residence Number

Which of the above should I choose?
Use the client ID Number/Unique Client Identifier option.

The norm is 12 - 14 months.

It you're lucky, you may get the certificate in as short as 3 months. :)

If really unlucky, 18 months. :(

Nothing you can do about it unless there's really an emergency need to travel.

Correct me if I am wrong:
According to that link Leon posted, I understand that baby born outside Canada to a canadian father and non-canadian mother would get canadian citizenship by birth but parents would still need to apply for certificate on behalf of the baby and the processing time is 10 MONTH!!
Yes, that's what I understand. In my case I applied for my son's citizenship certificate, at the end of August 2913, and picked it up in early March 2014 -- a mere 6 months later!! This was in south China (Guangzhou). So, sometimes the bureaucracy works quickly!!

If you have urgent reasons why you must travel to Canada and you have already applied for the citizenship certificate, you can apply for a temporary passport of a facilitation visa for the child, see http://www.cic.gc.ca/english/resources/manuals/bulletins/2009/ob154.asp

Glad to hear that.

What urgent reason did your brother give to the embassy people, that they allowed him to apply for temporary passport for his child?

The processing time is long but you can apply for a temporary passport for the baby at the embassy once you have applied for the citizenship certificate. You can also ask to have the citizenship certificate expedited if you have plans to travel with the baby in the near future.
Three points:

1) Processing times for the citizenship "card".
We currently live in Zhuhai, South China. We applied for a citizenship card for our son and it took only 6 months!!

2) It's a certificate now,not a card.
Apparently Canada started issuing paper certificates a few months ago. I guess we'll have the certificate plasticized in case we need to take it somewhere to show proof of citizenship, whee a passport is not acceptable.

3) Processing times for passports.
We picked up the citizenship certificate and immediately were told to come back and pick up the passport a month later. So, a month seems to be the norm in South China. However, the embassy telephoned to say that there were delays, and they would call us when the passport was completed. So, one month may be the norm, but to be safe plan on more time.
