When spouse visits Canada on TRV and a spousal PR application is submitted, can the applicant travel outside Canada for a few days and then return again when spousal PR application is still under progress? Does this travel needs to be notified to IRCC and will this impact the PR application?

If applying inland you should remain in Canada and living with your spouse. As a visitor also not a great idea to travel outside Canada because you generally want to avoid contact with immigration while only a visitor because there are always a risk of be denied reentry. If only a long weekend for example it will likely be fine but there is always a risk.
