Quebec Immigration - Assured Job Program (Requires Job Offer)

The Quebec Immigration Assured Job Program is a process by which the Quebec Government determines whether a particular permanent job offer made by a Quebec employer to a foreign individual should be approved.

To obtain 10 points under the Assured Job Program and qualify for a Quebec Selection Certificate, applicants must:
  • Have received a permanent job offer from a Quebec employer, that has been approved by Quebec Immigration authorities;
  • Satisfy the conditions of the assured position;
  • Have practiced in an occupation that matches the assured position for at least six months within the ten years preceding the application date; and
  • Undertake to occupy the assured position upon arrival to Quebec.

In addition, the Quebec employer offering the position must:
  • Have been in business in the Province of Quebec for more than 12 months;
  • Undertake to reserve the position for the applicant;
  • Demonstrate that there was no possibility to hire a Quebec resident for the position, unless the position is one of the Exempted Professions listed below; and
  • Demonstrate that local manpower could not be trained for the position within a year or less.

The Quebec employer does not have to demonstrate the scarcity of local manpower when the assured position is one of the following:

NOC Exempted Professions
2147 Computer Engineers (except Software Engineers)
2171 Computer Systems Analysts and Consultants
2133 Electrical and Electronics Engineers
7231 Machinists and Machining and Tooling Inspectors - Setter-operator for computer controlled machine tools
2232 Mechanical Engineering Technologists and Technicians
2173 Software Engineers
