Citizenship and Immigration Canada Minister Diane Finley has announced the arrival to Canada of the first of many Vietnamese who have been living in the Philippines without status since the 1970’s. Many Vietnamese fled to the Philippines in 1975 following the fall of the Saigon. Several hundred remained there without status; considered stateless, they were denied the right to work, own property, go to public school, or receive government health care.

Canadian employers added 43,300 net new employees to their work forces in the month of February, just under the 46,400 that were added in January and well above last year’s monthly average of 31,000. February job creation overwhelmed economist expectations of only 3,000 net new jobs in the month. This strong jobs performance brought Canada’s employment rate to a record high of 63.9 per cent and maintained the country’s 33-year low unemployment rate of 5.9 per cent.

A recent Statistics Canada report focuses on the changing Canadian workforce, highlighting the dwindling ratio of replacement workers to retirees. Given Canada’s demographic makeup and its declining fertility rates, regional labour shortages will likely become more severe and spread. In 2006, there were 1.9 Canadians aged 20-34 entering the workforce for each person aged 55-64 leaving it. This is down from five years ago when there were 2.7 replacement workers for every retiree and 25 years ago when there were 3.7.

Citizenship and Immigration Canada (CIC) Minister Diane Finley recently announced that, effective immediately, travelers from Poland, Hungary, Slovakia, and Lithuania will no longer need to obtain Temporary Resident Visas to visit Canada. These four countries are latest European Union Member States to be granted visa-free status in Canada's ongoing review of visa requirements for all EU countries.

Citizenship and Immigration Canada (CIC) Minister Diane Finley recently announced funding for the Société des Acadiens et Acadiennes du Nouveau-Brunswick (SAANB) to help attract French-speaking immigrants to the province’s francophone communities and to provide settlement supports. The funding is provided through the Government of Canada’s Official Languages Action Plan and will go towards SAANB activities; training and cultural awareness events to ease the integration of immigrants into francophone and Acadian communities.

Federal Finance Minister Jim Flaherty delivered the new Canadian budget in Parliament yesterday. Regarding immigration, the new budget pledges 22 million over two years, including legislation to speed up the processing of Permanent Resident applications and to make Canada's immigration system more competitive.

Monte Solberg, Minister of Human Resources and Social Development Canada (HRSDC) has recently signed new Labour Market Agreements with provincial governments to improve the quality of Canada’s labour force. Ontario, British Columbia, and Saskatchewan now each have their own agreements with the federal government to help workers in their respective provinces improve their skills and obtain meaningful and sustainable employment.

Citizenship and Immigration Canada (CIC) and Human Resources and Social Development Canada (HRSDC) have recently pledged new funding to help newcomers establish themselves in Newfoundland and Labrador. The Association for New Canadians in St. John's will use this new funding to deliver both settlement and integration services as well as employment services to Canadian immigrants.

Ontario Citizenship and Immigration Minister Michael Chan recently announced a new development in the Ontario Provincial Nominee Program (PNP) that removes obstacles for international students who wish to become Canadian Permanent Residents. Whereas previously only graduates of Ontario institutions were considered for the Ontario Pilot PNP, it is now open to international graduates from post-secondary institutions across Canada. Candidates must be graduates of eligible publicly-funded Canadian universities or colleges and have a job offer from an Ontario employer. Successful nominees have their Permanent Residency applications fast-tracked through Citizenship and Immigration Canada.

They will help employers in the Ontario and Atlantic regions to fill labour force shortages with temporary foreign workers.

Citizenship and Immigration Canada Minister Diane Finely rang in the Chinese Lunar New Year at the Ottawa Chinese Community Service Centre, where she announced new funding for the centre. $2 million over two and a half years will go towards settlement and integration services for Chinese newcomers in the Ottawa-Carleton region. The increased funding is expected to help more than 7,000 people benefit from language training services, counseling, and employment-related information and support.
