WX-1 VISA and Work Permit

Hi,
 
I have to stay in Canada for a visiting research at a substantial university for at least a year.
Since, the source of funds for my research is from my home country the visa office here issued me a WX-1 visa and a Visitor visa for my spouse.

I have two questions:
1. Can I apply for a work permit at the port of entry? In other words, can the officer accept my work permit application there?
2. Can I apply for an open work permit for my wife at the port of entry?
