i hope u know that Buffalo is *censored word*ist consulate under new process. FSW cases here take 6+ months while they take 1-2 months in New Delhi or Islamabad. thanks to Minister Kennedy.........

From what I read, do I understand that applications filed between Feb 28 2008/ Nov. 2008 are the slowest and take longer than those after Dec 2008? I am totally confused.

no, the guys who applied between feb 28 and Nov 2008 are the fastest if you start counting only from the time they could have started processing these apps (dec 2008). Thats why some of them have medical request already. None of the post dec applicants have medical request from Buffalo (according to trackitt).
If you count including the date from when the person applied to dec 2008, we can't blame CIC for not processing during that time, because it was made clear to the applicant that no processing will be done during that period. If you count it this way, then Nov 2008 are the luckiest because they don't have to wait for 10 months like Mar 2008 applicants did, just to wait for the new rules and start processing.
I think we are unlucky because there were lots of qualified applicants applying to buffulo between feb and dec 2008. Why? because lots of IT guys were trying to leave the US due to recession and GC trouble. (i am guessing all this).

Correct on the last assumption. As stated in this thread or another, I am one of those guys being affected by US Economy. My application was recieved by Buffalo Nov. 7th. and AOR March 11th. So, I am hoping they are counting application date "recieved" and sending Medical request soon. (crossing fingers)

And mine says "We start process your application in May 2008" and that's it. No updates whatsoever. Total time is 0ver 500 days, Med done and sent, RPRF paid, PCC sent whatever document was required is already sent 2 months ago plus Medicals 4.5 months ago.

I understand everyone's frustration however my situation is abit worse than some of yours. Atleast u heard something. I applied on March 2008, received AOR in June 2008 and nothing since. Oh and I do have AEO...Requested CAIPS and it only said bring forward date of June 24th 2009 (one year from my AOR date) and according to comments made on the forums about BF dates, well people indicated that this does not mean much and not to expect anything soon. I am sooo confused as to what to believe and what to expect since it has already been a month from the BF date....huh...stress stress stress...any comments....good luck to all....
