WP application at Buffalo NY for non visa exempt person on intracompany transfer

I am an Indian citizen presently in Canada on a Multiple entry business visa and am being shifted to my company's office in Canada on an Intra-company transfer. I am not indulging in any kind of work here at this time and donot have a Canadian source of income. My expenses are being borne by my Indian head office. I have the following questions.

a) Do I need an LMO or an LMO exemption? Does an intra-company transfer automatically allow for an LMO exemption?
b) I have a US multiple entry business visa for 10 years. Can my lawyers file my application from Buffalo, even though I donot live in the US and only visit on short business visits?
c) Is police clearance required for a WP filing on an intra-company transfer at Buffalo?

I am an engineering professional and am being shifted to Canada based on my specialist knowledge.
