If you have your ROE then apply for the EI but do so within the first month you lost your job (some say, week). Am not very sure of the time reference). Call Service Canada.

Thank you Sir for your reply.  By the way, if I may ask, this EI, I searched it's Employment Insurance. Is it applicable for foreign workers? or for Canadian Citizens and PRs only? Thank you in advance...
