I'm currently working in USA on H1-B and I'm looking for a PR in Canada. Am I eligible to get the PR.

I have Bachelors Degree with 16 years of education.

8Yrs of strong experience in Insurance domain with Mainframe technologies.

Please help me.

Probably not, without a job offer.  You require 1 years experience in the past 10 in the "list of 29"  http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list

All the countries have their own terms and conditions for different visa.
