work visa denied, can she apply for visitor and get approved?

Hi ,
I am an employer in Canada ,I want a live in caregiver from Colombia , her work permit got denied (reason: does not know english and does not have experience, she does both but I am not sure how to prove it and cannot appeal decision-already emailed embassy but they have not responded) I was wondering what her chances are of coming here on a visitor visa and enrolling her on the caregiver program as well as improve her english while living with us for 6 months. She would not need a student visa as course is 6 months. Would they deny her just because she previously applied for a work permit and they would assume she is coming to work illegally?
She does not have the money to pay for all of these so I will be covering all of her expenses as well as she would be living in my home, does this cover the "ability to afford her trip".
She would return to Colombia or the US and re-apply for a work visa after she can prove all of the requirements.

definitely no french, butknows basic english , enough to communicate but she was never called for an interview. We submitted confirmation that she was studying english and that she has studied english in highschool as well.

Um, if you are paying for all her expenses and lodging, it still seems like she would still essentially be earning money here, whether she is working or not.  Given your extreme generosity, it also makes it seem like something of a more personal nature...

To be approved for a visit visa, she needs to show strong ties to Columbia and clearly demonstrate that she plans to return home at the end of her trip. The fact that she previously applied as a caregiver may work against her since this shows she has an interest in moving to Canada long term. What ties to Columbia can she demonstrate? Does she have property there? A business? Immediate family (i.e. husband, children)?
