You can claim refugee status when you arrive in Canada, as long as you are not arriving via the US.  Suggest you read the following: http://www.cic.gc.ca/english/refugees/inside/index.asp
You will not be issued a work permit if your intention is to claim refugee status.  The process, if you are successful, will take years.
