My wife and I are planning to move back to Ontario by Sept. for her schooling as well as her grandmother being very ill. My PR app has not been sent yet. I have the majority of the requirements done except the background check. I need to know if it's faster to do the process thru buffalo or detroit? And if I'm able apply for a work permit while I'm being processed if so where and How? Maybe it's easier to apply inland? I'm not sure which option is best at this point?

                        Please any info would help.

U can check on the process times here:
http://www.cic.gc.ca/english/information/times/index.asp
They reccomend to apply from the outsid because it would be faster.... I don't know if it is true, though...

It can be true considering your application may be transferred to a local office and that may take an extra 1-2 years depending on the office.
