Hi,

I am a graphic designer and have a job offer with a Canadian employer and a diploma from my university. Will I be able to cross the border and get my work permit there? Do I need to submit the work permit application previously?

Are you a US Citizen or Green Card holder?  If yes, then you can obtain a work permit at the border with the approved LMO from the employer.  If you are a US citizen, you MAY be able to apply under NAFTA if you meet the criteria under chapter 16 for Graphic Designers.  http://www.international.gc.ca/trade-agreements-accords-commerciaux/agr-acc/nafta-alena/texte/chap16.aspx?lang=en#section_d

So if I go to the border with a list of my belongings I'm taking, my diploma, and my job offer from my employer, I will be able to cross and obtain a work permit?

as a US citizen
you will not have a problem at the border

As PMM indicated, you may also need an LMO from your employer. An LMO is not the same thing as a job offer:

Hey everyone,

Thanks for your help. I was able to cross with a transcript of my university and job offer. Because graphic design is covered by NAFTA, I was able to cross without an LMO.
