I would like to bring someone from India as a domestic cook specialised in certain variety of South Indian dishes.  This is not for any commercial purposes but only for our family's personal  convenience. Is it possible at all and if so what are the rules and procedures to sponsor somebody on a work visa? Will quite appreciate being guided on this.

No - there is no "live-in cook" category.

The closest match is live-in caregiver. Information for the live-in caregiver program is provided below:
