work permit expired

hi! If you are under live-in caregiver program and your work permit expired, then IO gave you visitor record, and your papers for owp/permanent residence is on process,is it possible to deny your application paper for owp/residency? Any idea?

I've been in a situation were my OWP expired and I continued working and then applied for a renewal . 
IN Toronto ( St Clair) the officer told me that as long as I was still with the same employer, I was under the "implied status"... I have no clue what that means but He renewed my OWP with a problem.

The second time I was without it for about 5 months until I was able to pay for it. It took 3 months for Vegreville to renew it for me, so that was like 8 months without a wprk permit; meanwhile I had a PR application going on under H&C case and I got the first stage approval ( AIP )already...
