work permit application and other papers had been sent by mail 3 weeks ago except payment. How long do i have to wait till I get a response telling me that i have to go in to pay.

I'm afraid that your paper's will not be processed. You need to include a manager's check made payable to the embassy and include it along with your application. Anyway's you can call the custmoner service number of the embassy to know. Check the requirements and other information for application at www.manila.gc.ca/working in canada
