Hi,

I am from countries need visa to enter Canada.
I will apply for work permit , do I need to enclose application for temporary visa too ?

No, they will give you a TRV automatically if you get the work permit, see http://www.cic.gc.ca/english/pdf/kits/guides/5487E.PDF page 5.

If you look at page 11 at the guide you give link above , you will find it is required TRV application too....I made in Red colour ....that is strange

Filling out the application The following are the forms that must be filled out and submitted:
 Application For Work Permit Made Outside of Canada (IMM 1295)
 Family Information (IMM 5645)
 Document Checklist (IMM 5488)
 Schedule 1 ─ Application for a Temporary Resident Visa Made Outside of Canada (IMM 5257 ─ Schedule 1), if applicable
 Statutory Declaration of Common-law Union (IMM 5409), if applicable
 Use of a Representative (IMM 5476), if applicable
It is a serious offence to give false or misleading information on these forms. The information you provide on your application is subject to verification.

Notice that last part of the sentence you put in red where it says "if applicable".  In your case it is not applicable.  That means does not apply, not needed.

There had been recent changes to the procedure, note the date of the guide. Before, one only needs to fill up the application made outside of Canada (Imm 1295), and send the app to the consulate/visa office together with the documents asked for on the document checklist, and the fee of course. The TRV is granted by the office where one sent the application package, and s/he gets the WP at the POE.
