work experience(business setup) specification

dear friends,
one of my employer where i worked for over 5 years,although has a large business of livestock but has no any government registration etc, means not paying tax for his business,but has an office,a printed letter head,land line telephone etc.now the issue is that i am applying for having the experience of this job NOC 2121.so tell me if there is a criterion by the cic for a business setup like registration,national tax number, association membership etc.
