my husband worked in canada from 2003 till 2006 in microsoft and rim due to unfavorable conditions we moved back to our home country
my question is that can we still apply under experience class or not?

Unfortunately you don't qualify for Canadian Experience Class. To qualify, you would have had to apply for PR within one year of leaving Canada. See:
