WORK EXP for SKILLED WORKER CLASS- CONFUSION

i am looking for SKILLED WORKER immigration in CA.

I am currently working in USA, as Programmer (last 6 months). I worked before as systems support for 10 months and as a Programmer in India for 2 yrs before I come2 usa. I did my MS in comp sci in USA.

Here is my q: For skilled worker Do i have to have a managerial level experience/Project leader/Project Manager? at any place either India or USA? WHat happens if I dont have or If I just have only programming experience.

In USA my job titles are different and I worked 10 months in one job and 6 months in another. Both job duties are to some extent different though they are related to computers,and have some similarities. CAN  I show USA experience? 10 months + 6 months?

BTW I am married and my wife has Bachelors.

If you don't have at least 1 years managerial experience in NOC 0213 you don't qualify as FSW1.

I have 2 yrs 3 months exp as IT Manager in the yrs 2004-06. So I think I can apply under FSW category. Please confirm.

My current role n responsibilites are as NOC 0213 but the job title is Systems Analyst (which comes under NOC 1271). I know many people has asked similar kinds of questions. Sorry for the trouble.

But my question is While calculating the points under Work Experience,
Do they consider only NOC 0213 experience (2 yrs -> 17 points)?
or
Do they will also consider my total exp under both Skill Level 0 and Skill Level A (more than 4 yrs -> 21 points)?

I know you have mentioned that job title is important in considering the eligibilty under skill category, but under many threads other ppl have commented that job title is not as important as Main Duties. Please clarify.
