Withdraw the application and process it with new Rules

Dear all,
I filed my application in Jun 2005 from UK but they transfered my file to Islamabad (Pakistan) for no reason, the only letter I sent at that time was that I would like to change the correspondance address but they misunderstood this and transfer my whole file there.

Anyhow without any delay I later told them to continue there no problem and then they send me letter that it will take 36-42 months to process the case, till now more than 48 months and I haven't heard from them, even though I have submitted my IELTS results too.

I wanted to know what if I withdraw my current application and refile to them with new rules which will take 6-12 months. I think it is really unfair to treat old files like this.
