Yes, you may assume your partner's name.  I took my husband's when we got married and had my ID changed to reflect my married name.  Changing it after I got PR would have been much more of a hassle for me, especially as I would have to apply through my country's consulate to change my ID, so I did it while in-country.  Also, that means that my PR card will be in my married name, so all Canadian ID I have will show that name, instead of needing to change them afterwards.

I don't know if it holds for same sex couples, although I see no reason it wouldn't work in Canada, since they allow same sex marriages...try Google?

We got married in Quebec and they told us that my wife has to keep her name. I think this is the only province where you can't take the husband name.

What if marriage is done out side on India, but the sponsor is "resident" of Quebec?

Marriage name changes are not recognized (or allowed) in Quebec even if the marriage and/or name change occurred in another location. However, if you meet the criteria for a non-marriage based name change, I guess that could be something to look into. But I think the criteria for name change requests is pretty strict; however, if you have a name of "foreign origin or is too difficult to pronounce or write in its original form," maybe this route could be a possibility?
