The only document that I need to submit is a work verification letter from my employer. The previous attempt was rejected and the consulate did send me the the refund. I am going through a registered Canadian consultant and she thinks that I still have a chance to get it approved. I guess my IELTS that I took back in October of 2008 is still valid since my case is on hold?

What do you mean your case is on hold?  If your fee was returned, it meant your application was refused.  If you are submitting a new application, then the IELTS can't be older than 1 year from the date you submit your application.

Hi CV User, PMM is right. Your application fee has been returned, therefore your file has been closed. You can re-apply by sending new declaration to CIO Sydney and new fees.
