Does your mother in law holds a visa exempted passport? If so, she just need a plane ticket to come to Canada.

Your wife is pregnant. Sure, her mother can visit her. Is she in India ?

How do you be sure that the mother can visit her? Besides, citizens of India who does not hold a visa-exempted passport would need a visa to visit Canada.

I would say November to play safe because the processing time in New Delhi is about 7 days and generally visa validity is up to 6 months but is subject to visa office discretion.
