wife applying workpermit from UK, I am in India, How to apply spousal visa ?

hello everyone,
My case is full of problems I suppose, hope u all will advise!!!

I am Indian national. I studied in UK for last 4 years, where I got married with my girlfriend who is a Filipino national and is on work permit in UK.
we got married beginning of October 2007 and I had to return to India alone as my student visa was expiring at the end of October 2007. We didn't wanted to continue living in UK so I didn't extend my stay in UK as dependent.

Now she managed to get a job offer as a Nurse to work in Edmonton, Alberta.
The question is, When she applies for Canadian TWP from Canadian embassy in UK, can she also mention my name in the application? (while I am residing in India currently without any job).
or can she come to India and apply TWP from here and add me as dependent ?

The thing is that we both want to go together same time to Canada, my wife doesn't want to travel alone there in Canada.
Also would it be hard or easy for me to get a dependent visa as we both are from different countries?

Please suggest and advice....
