a huge question inside my mind is " Why you going to federal while you have Quebec on hand ? "
what's the point Huh??

i noticed lately that there are alot of people , applying for Quebec , learn francais basics then
going to interview pass it , then after all that , when they think to implement the landing
they think of federal territories and forget all about Quebec , while Quebec Gov. choose them
to be them and live and build Quebec .

i don't know , but for sure Quebec Gov. aware of that , but their rules to avoid all this from happening
sure they know their immigration through SSN , if this SSN functional within Quebec territories or not
but what's the benefits and rights that Quebec Gov. Provide their immigrants with Huh
How they can ban people from them if they gone away Huh

The huge answer: most of the applicants do not like the idea of learning French.

Hi  Slavasz,
                It is easy to get your PR when you apply to go to Quebec, so many  friends choose Quebec, learn basic french and when they land the just move to other provinces after a few months. That is what most people are doing.

Is Quebec Gov. Going to do anything about that Huh? to block them HuhHuhHuh?
by dropping some benefits or rights HuhHuh??

Since the requirements for FSW have been tightened, Quebec is the open door for many people who have education and experience but whose occupation is not on the most wanted for FSW and who don't have a job offer.  Many of these people have no intention of living in Quebec.  If Quebec does not want to act as an open door, it is up to them to stop it.  If you are Quebecois and you are concerned about this, you should contact QC immigration and ask them.
