It doesn't sounds logical at all. It's similar to wanting highly skilled
migrants but not recognising their credentials because of not
having Canadian experience.

Same as foreign graduates of US schools, UK schools, just because you graduated from a University in an English speaking country, doesn't mean you have a good grasp of English.  I am not throwing stones, but some students who have graduated in Computer Sciences, may have the technical language, but not the ability to convey those thoughts to an non technical person in everyday English.

Not forgetting the fact that one needs a TOEFL score of at least 570 for
admission to most Canadian Universities.

I will second you..I dont see any need of it. But you dont have any other option. ..do you?
