WHY CANT APPLICATION BE SAVED PARTIALLY?

They can be filled out and printed but you cannot save them partially filled out and finish them later.  Anybody know what the logic behind this is?   What harm can be dond by allowing the public to fill out page 1,  save application and finish it later on ?   Why?

Hi.
You need to have ADOBE Writer software in order to be able to save changes to the forms; I believe given that it's very expensive, using it for just the CIC forms wouldn't be very economical.
