I send all documents in the mid of September 2011 along with fee payment by credit card. So far, I haven't heard anything from CIC nor any transaction occured on my credit card. Neither NER nor PER on my application.

Can any senior member suggest what to do in this case?

Send an email with your details and ask the status. You cam email em if its more than 6 weeks.
Do write your Name, Date of Birth, The day they received your Application, Phone, Address.

Right now they are working on Aug 31st Applications. You will hear from them soon. do join this thread below, where you will find a lot of us who are in the same boat. There is a lot of valuable info being posted here. You will benefit from it.
