Hello everybody, me and my wife are waiting about to receive the final decision from the VO. I'm the sponsor(the husband) and my wife is the sponsored. She is living in the Philippines. Who will receive the letter from the VO? My wife or both? Do you know if the VO send a confirmation by email too? Thank you very much.

The sponsored person (your wife) will receive the letter.  Not all VO's advise via email.

Yep, CharlieD is correct. When the VO has made it`s decision (aka, issue a passport request), the primary applicant is the one informed. I do know that in the event of a refusal, the sponsor also receives a copy of the refusal letter. Whether you can expect the PPR by regular mail or email depends on the VO. Buffalo appears to be doing this mostly by email, for example.
