If a person applies for a work permit from inside Canada, where does he get the work permit? Does it just get mailed to him or does he have to go to a POE (e.g., Peace Arch)?

Person is applying for WP from inside Canada because he currently is on a study permit but he has a job offer. He's applying to "change condition" to "work permit, new/initial."

Related questions:

Can a person on a study permit (who has a job 0ffer) apply from inside Canada for a temporary work permit? Or is that person only allowed to apply for either an off-campus work permit or a post-graduation work permit?

If that person wants to apply for a temporary work permit, would he have to leave Canada and submit the WP application to an embassy in his country of residence?
