who make the final decision on our FSW applications ,is he the VO ? idont think so, read below please quoted from cic website:

The decision on your application
A CIC officer will make a final decision on your application based on the requirements for immigration to Canada at the time your application was submitted. The decision will be based on several selection factors, as well as the results of your medical examination and the criminal and security checks.

Yes it is the visa officer assigned to your case. He is the ultimate authority to approve or reject. However, an appeal panel exits which usually comprises of a panel of reviewers other than your visa officer at the VO.

well as i can understand from the green paragraph that a vo will make a decision that will be reveiwed by the cic to be approved

VO can be called CIC which Citizenship and Immigration Canada, as VO is Immigration officer, i.e. CIC Officer.
