Who is authorise to take finger prints for FBI

I need to apply for Police Clarification Report from FBI, will some body tell me that from where should i can get my finger prints get printed for FBI investigation. I approached US Embassy they just told me that visit FBI's site. Please do respond if any one had gone through the procedure.I am from Punjab, is there any authorized agency in Punjab for the same.
