Hmm, did you look at http://www.cic.gc.ca/english/immigrate/skilled/apply-how.asp#step5? I think they changed something at the beginning of this year and now all the applicants from all over the world are to send their appls to Sydney/Canada first Coz i filed from USA so local office will be buffalo, NY.
